Practical information

Who should register and in which cases?

Business registration

Registration is mandatory for all international shipments of goods subject to a license in Hungary. The shipment is subject to authorization if the carrier is required to use a bilateral or CEMT permit.

Registration is mandatory for all cabotage operations, including the transport task before and after the cabotage operation.

Registration is two-tiered, first the company registers (company registration) and has the option to register its vehicles in the system, followed by the registration of the given transport task (transport registration). The customer will receive a confirmation email about the successful registration, which will include the registration number and the main parameters provided during registration. Companies that NEVER perform bilateral or multilateral licensed activities or cabotage operations in Hungary must NOT perform company registration!

Registration of transport tasks and trips

A user of an undertaking with administrator rights must register the transport operation (this is called the transport registration) whenever the activity is a cabotage operation or subject to bilateral or multilateral authorization.

During the transport registration, the data of the given transport operation (loading and unloading site, vehicle registration number and environmental classification) must be provided, on the basis of which BIREG determines whether the transport operation is subject to authorization in Hungary. In the BIREG system, transport tasks that require a freight transport license issued on the basis of a bilateral agreement (hereinafter: bilateral license) or a CEMT permit are subject to authorization and may be carried out in accordance with the rules applicable to cabotage. In these cases, the type and serial number of the license to be used must be specified and a photo of the license must be uploaded to the system.

For a successfully saved transport registration, the system generates a BIREG ID, which is also sent by e-mail to the clerk's e-mail address.

Recording events

For each transport registration, events must be recorded if you are performing a licensed transport task. Event recording is also obligatory in the case of a cabotage operation in which case there is an obligation to record events in connection with the transport task to Hungary prior to cabotage and the international transport task to leave Hungary.

Types of events:

The data provided during the recording of events for a registered transport task are the same as the current paper-based obligation for the driver to enter the place, time and km reading of the border crossing on the license or transport log, and the same data must be provided for the loading or unloading. By entering data into the BIREG system, the carrier is exempted from the obligation to record on a paper-based license. At present, loading and unloading sites in Hungary have to record the occurance of the loading or unloading on the bilateral license or in the transport log of the CEMT permit, they do not currently have a license management obligation in the BIREG system.
